Veteran politician Karan Singh revealed the 1975-77 forced sterilization drive stemmed from north Indian chief ministers seeing Sanjay Gandhi as a rising force. Singh, the former health minister, stated he set reasonable targets, but Gandhi increased them. This led chief ministers to exceed goals, resulting in forced sterilizations.
