Gujarat, Arunachal Pradesh, and Goa lead in developing startup ecosystems. Gujarat has been the top performer for five years. Karnataka, Punjab, Tamil Nadu, Uttar Pradesh, and Himachal Pradesh are also top performers. This yearly ranking by DPIIT encourages states to build supportive environments for startups.
